我是通过realtor租的房子,平时维修都是找realtor的。在我move in前,bathroom的
排气扇和落地窗的window screen都坏了,联系realtor,it告诉我说repairman会来修
,结果3、4个星期过去了,一直都没见人影。中间发了几次email都不理了。我上网查
了下,好像排气扇和window screen都是landlord's responsibility,即使lease上没
写(求确认)。
我现在想到的办法是叫city inspector来看,如果房东/landlord再不修,我就withold
partial rent,不知道行不。各位有经验的还有别的招不?

不修不给rent

If your landlord has not met the responsibility of keeping your unit livable
, you may be able to stop paying any rent to the landlord until the repairs
are made. This is called rent withholding. Many states have established rent
withholding, either by statute or court decision. To withhold rent, the
problem must be serious (and not caused by you or a guest), you must be paid
up in rent and in compliance with all lease terms, and you must have met
all requirements (described below) for withholding rent.
Illinois does not have any state laws on rent withholding or repair and
deduct remedies that apply across-the-board to tenants. Some remedies are
available in utility termination situations only.

Also, check your local housing ordinances for any city or county rules that
cover tenant rights when it comes to repairs. Contact your local building or
housing authority. To find yours, call your mayor or city manager’s office
or check your city or county website.

通知房东,再不来修你就叫人修,然后修理费从rent deduct.

send a certified mail with return receipt to your LL or manager for repair
request. They generally have 14 days to respond to it if not major repairs(
in your case according to your description, it is minor repair only).
If still no repair after these, do the repair and deduct the amount from the
rent due, however, the repair generally should not be more than 50% of the
monthly rent or 500USD whichever is smaller.
不要随便WITHHOLD RENT,in IL,you could be easily evicted if you do not
follow the steps.
