大家好，
我已经搜集了一些证据，准备控告CPEES的歧视性政策，在网上发文，希望已经参加过
评估的同学能给我提供更多的信息。
事情经过如下，
本人清华本科，后来美国留学，想参加FE，Board需要来自CPEES的大学教育评估报告。
CPEES可能是唯一一家官方指定机构（据我目前了解），有点垄断的意味。而且CPEES和
NCEES似乎有些联系，更让我对他们的工作表示质疑。刚开始觉得申请费很高，$375,后
来发现，他们所要的三种材料，我很难提供。
Transcripts Request Form,
Course Description,
Original Degree Verification.
以给清华大学官方机构打过电话，确认校方不会以清华大学的名义填写任何表格，更不
会提供官方的中英文课程描述。CPEES里有个“会讲中文”的人，告诉我系里的公章也
可以。他还告诉我有个副校长会帮忙。我已经给那个校长办公室打了很多电话，但找不
到人。同办公室的人证明他不是副校长，是主任，而且关于成绩单的任何事情不归校长
办公室管，办公室更不会提供“清华大学”的公章，那是办公室的章。后来我问CPEES
能否接受系里的章，他们拒绝回答。我的申请已经被拖了四个月，不得以才要控告
CPEES。
请那些做过评估的清华校友确认一下，当你们做评估的时候，是否能拿到印有“清华大
学”的校公章。
关于Original Degree Verification，我不打算寄。原因如下：
一、学校的官方成绩单里有学校证明过的额外加盖公章的学位复印件；
二、原学位证书每人只有一个，丢失不补。
虽然Fedex等特快服务很好，但并不是没有丢过东西（再也找不到的那种）。如果发生
丢失，CPEES拒绝承担任何责任。安全起见，本人不想冒这个险。
本人有过在这里打官司的经历，知道用法律保护自己的权利是个不错的选择。同时我给
这里的法庭有关工作人员写信，他们给我提供了更多法律诉讼的建议。控诉信已经写好
，这个星期可以寄出。期间，我想搜集更多的证据。请大家支持，给我更多有用的信息

ORIGINAL 学位证书 and 毕业证书 are a MUST for such stupid evaluation.
you better send them or forget about such eval.

you can always apply for other state boards which do not require eval at all
. then simply request for out-of-state proctor in order to sit for exam in
you home state.

What is your goal? to take FE or win the lawsuit?
Conclusion: too simple, sometimes naive.

支持你这种态度，但是证据不足。从你的描述中，看不出他们有什么歧视，只不过按规
矩办事而以。你要是有他们违反policy的证据，胜算会大一些。

I did my evaluation earlier this year.
Transcipt and Degree: I used the same thing as that I used to apply to
school for admission.
Course Discription: I translated from Chinese to Enghlish and got signature
from Dean(XiZhuRen).
I didn't ask CPEES if they would accept a course discription signed by Dean.
I just did my best to get those documents and mailed to CPEES.

It takes time. I searched around and finally got approved to sit for exam
without an evaluation. I received the evaluation report after I took the
exam. It might be helpful if I need to transfer my license to some other
state later.
So, my suggestion is do not wait until you receive the evaluation report.
Try some other state to take the exam first!

啊!也不知道有没有问题.
坚决支持控告CPEES.按他们的政策,老子在很多州,永远做不了PE!

你有美国学位吗？如果有的话，估计就好办多了。老美应该认自己的学校。
当然还是要提供中国学位，成绩单的证明。就跟当初什请美国学校一样的材料就行了。
我考了FE，PE。没有像你说的那么麻烦。

They will say you are short of credit in science (they will put lot of ur
credit in engineering) or verse. And short of literature credit (they will

I confirmed it from CPEES that original is not copy.
Even I told them Tsinghua University seal the transcripts and the copy of
degree verification (with original Tsinghua University stamp on it) together
, they won't accept the copy one.
Now Tsinghua University provide online verification; after you input the
degree verification number, you will see the information about this student,
graduation from which department, degree, something that. But CPEES refuse
to do that.
Among the three evaluators in CPEES, there is a Chinese. This guy is very
clear about the situation of the students from China, but they refuse to
take flexible, reasonable and feasible policies.

evaluate my Chinese Bachelor's degree. I was so scared that I just gave up.
The CPEES evaluation is ridiculous.
In my opinion, NCEES should change the evaluation rule as follows:
If somebody has an advanced degree (Master's or PhD or both) from an US ABET
university, the evaluation of his/her foreign Bachelor's degree should be
waived.
If somebody has ONLY a foreign Bachelor's degree, his/her degree should be
evaluated.
Let's make noise to the NCEES. If our voices are loud enough, the NCEES will
listen.

PE is useless and the pay is pathetic for engineers and I don't know why the
evaluation process is so complicated.
I know a lot of people from China (everybody from China should also know
this is true) with their Bachelor's degree in medicine (from China) and
their degrees were evaluated to be equivalent to M.D.s in the US. These
people just take some tests and they became licensed doctors and make much
more money than the engineers. Their test passing rate is in the percentage
of 70s and 80s.
