共和党的本意就是削减非法移民，因为那时民主党的票源。而增加合法移民只是手段或
者说次要的。
共和党总体上反对所有移民，但最讨厌的是非移。
民主党也不是喜欢移民，而是喜欢选票，而非移的群体有票源。
