The poverty rate would have been higher except that it declined
substantially for elderly Americans, falling to 8.9% from 9.7%.
Can someone help with structural analysis of the sentence above?
what is it different from the following sentence
"The poverty rate would have been higher if it had not declined
substantially for elderly Americans, falling to 8.9% from 9.7%."

i would say same meaning of different expressions...
is this also correct?
The poverty rate would have been higher had it not declined substantially
for elderly Americans, falling to 8.9% from 9.7%.

although the meaning is the same, I am still curious about the difference.
I guess there should be some kinda differences.
why?
because 'except that' is followed by a past tense verb and
if not by a past perfect tense verb.
except that is not virtue tense, but 'if ..had not' is a virtue tense.
what does it exactly mean when a 'would have been' is followed by
a clause with a past tense verb?

how do you like my sentence in the previous post? is it grammatically

语法看不出错
我自己感觉前面否定和后面falling。。。有点儿不搭
原来的句子着重于说明老人贫困率降低了这个事实。 在你这里好像这个意味少点儿
纯粹个人感觉,呵呵
