My comment:
(a) Most reports from Western media outlets does not use "strategic
partnership." Rather, their focus is on oil exploration. For example:
India, Vietnam Sign Energy Accord. Associated Press, Oct 12, 2011.
(b) Nonetheless, the official organ of India does talk about strategic
partnership.
