China where county/city government is a branch of state/provincial
government. here they are independent of each other.

你寄出，比联邦税还省事，联邦税 local office要拿号排队，遇到的工作人员很不耐
烦，如果提前没算好她会直接打发你回去算好再来，也不会教你怎么算 。

they don't accept your completed return. they just help you on filling out
the forms and mail it out like you would do by yourself.
