把中国自己的limit名额提前用完，但O一直都打太极，总是回避主要问题。

* The world gets certain amount of visa numbers each year, each
Country gets roughly 7% of those numbers.
* China gets 2,800 each year. India gets 2,800 each year. The rest
of the World (ROW) gets the rest.

discrimination lawsuit, you can list a person as the defendant.
But that's also something we should consult the lawyer.
About the evidence. If we feel we are unfairly treated as many post say,
we(NIU) can collect those data and discuss with the lawyer (Somebody
mentioned
AILA vp..). Usually once the lawyer file the lawsuit, he can send
investigation letter to the O. or whatever for further data. If those data
