到中国属于domestic wire，这点很重要，以前文章可能是这个意思，但没说明白。目
的地是中国银行纽约分行，NY收到后会直接转到国内中国银行帐户，扣手续费$10.
Beneficiary’s Bank：Bank of China, NY branch，New York， NY, ABA Number
026003269，
Beneficiary’s account number 是国内中国银行的银行帐户，
Beneficiary’s name是国内接受人。
Beneficiary Address填国内地址，不用很详细，我就写到城市。
另外，国内中国银行的swift code 可以写在additional information.
Domestic wire 可以省钱，而且应该也会快一些，我寄钱24小时就收到了。开始银行工
作人员非要说是international wire，纽约银行成了中转，还好我坚持了一下。不过以
前的帖子没有强调，我当时心里以有点发怵。 |

我知道从美国往国内汇款，可以选择一种方式避免international wire transfer的高
额费用，就是先转往招行在美国的帐号，然后在附言中注明forward到你这招行的国内
帐号，这样只收取domestic wire transfer的费用，一次最多20刀。
从国内往美国汇款，不知道可不可以采取类似的方法。网络银行专业版有个普通跨境汇
出汇款，费用不详，估计按照这里http://www.cmbchina.com/personalbank/gb/page/standfee.htm规定的来。
6、 向境外银行账户汇款：共有三个收费项：汇出汇款手续费，为汇款金额的0.1％，
最低人民币100元，最高1000元；汇款通讯费为人民币150元/笔；钞汇互转手续费，（
美元、港币按照汇款金额的0.8％收取，最低人民币50元，其它币种按照汇款金额的1％

Contribution 没有通过。IO基本承认文章的原创性了，但是要提供"evidence to
suggest these research findings are significant”。到底如何证明自己的研究重
要性啊。
IO 列举了一些可以提供证据的选项：
1）Objective documentary evidence of the significance of the
beneficiary's contribution to the field
2) Evidence that the beneficiary's major significant contributions has
provoked widespread public commentary in the field or has been widely
cited.

等到最后一天得到RFE，IO是435。首先先讲讲pp的感觉：觉得现在pp的人太多，所以PP未必
是件好事，因为IO好像并没有仔细看PL，在最后一天网上的状态是RFE，没收到任何
email通知，过了一周多才得到mail的通知，通知里面说的我稀里糊涂的，不知道到底是过了那几条：

具体操作如下：
PartI，criteria evaluation, 首先感谢他承认我claimed 4 条中的 3 条（把这3条做
实）。没有纠结他不承认published material by others, citation不算这一点，3条
足够了
PartII, overall merit,针对他说我"没有足够证据说明the beneficiary is
recognized internationally，承认的三条, 每一条都够了criteria, 但不够说明
outstanding"，我逐条进行了驳斥和加强.
Publications.又找原推荐人之一的一位editor说明他们杂志多了不起，我的工作多好

B. 网上文章的报道十几篇.NEWSRX有八篇,三篇提我名字(一作的缘故),其他的没提名字.
还有其他的五个网站.应该从网站归纳起来提,还是,按照时间顺序提?我自己倾向于网站

这个IO看材料还是很详细的，写了好多页，一看就是原创而不是RFE的模板
petition letter claim了contribution，authorship 和 media report，IO认可了
authorship和media report，但RFE了Contribution。
一 关于Conribution：当时petition letter里介绍了文章，9个专利，参加的一些会议
及reprint邀请，5封推荐信。
IO对文章，会议和推荐信挑了毛病。
1）认可了发表的文章，也认可了引用在本领域算高的，但说“any article must
offer new and useful information to the pool of knowledge”。
2）IO说是个人都去参加会议了，无法证明你是top。
