加息=增加财政支出 美联储很难大刀阔斧
8月22日杰克逊霍尔年会上，耶伦提到，美联储正在关注通胀数据，如果有必要，美联
储就会加息。她还表示，“如果劳动力市场恢复进程加快，或者通胀提升高于预期，可
能会导致我们的双重目标提前达成的情况下，美联储会提前加息，并且其后进一步升息
也会加速。”
然而，很少有人知道，美国国会预算办公室（CBO）反而下调了他们对长期利率的预测
。CBO指出，如果利率大幅提高，联邦利息支出也会大幅提高，加息带来的国债利息支
出会加重美国财政负担。
今年2月，CBO曾表示如果年利率增长1%，将会增加300亿美元赤字，如果2015-2024年间
年利率再增加1%，美国政府预算赤字将会在7.904万亿美元基础上再增加1.512万亿美元。

移也是交税的，差不多是1000刀，CBO认为非移合法化了就和美国人交一样的每人7000
刀，就是每年每人6000刀的额外收入啊。CBO假设非移有800万会合法化，认为10内会有
4590亿的额外个人税收。
看出了吧：CBO的算法核心就是非移合法化了就和普通美国人一样每年交7000刀的税。
CBO拿出这个小学生算法会不会是故意给右派们火上加油啊？

第一点,你说stimulus占deficit的百分比肯定比伊拉克战争要低.
没有人在跟你argue到底是war expense高还是stimulus expense高.
那个图就是反驳那些人说deficit都是这个war造成的.
第二点, 我前面已经说过了,你当然要看直接成本.因为那个是最直接的. 即使要看其他
的费用,也要看incremental的费用.这个可以理解嘛? 就是有些费用即使没有war也会发
生的,所以要扣除. 我不知道你或者其他人在计算的时候有没有考虑到这个.
第三, 利息问题, 同样的stimulus也有这个问题阿. 你要硬凹的话, 我还可以说有
option的成本呢. 网上有一个article专门讲top 20 ridiculous items stimulus
spent on. 别告诉我花钱在这种事情上比Iraq war还有用.
其实Iraq war在布什离任的时候已经变动很成功.就是疤蟆这个沙比说马上撤. 结果打

税表。果然今天早上看到了他2010年的报税情况。据IRS 公布, 罗姆尼在2010年总共有
$21M 的收入,总共交纳联邦税金额为$3M, 实际税率(effective tax rate) 为14%。而
同为总统候选人的金里奇2010年的收入为$3M(主要来自讲演和咨询服务收入), 交纳税
金$994,000, 实际税率为31.7%, 和一般靠工资收入的普通人的税率不相上下,所以也就
没有人多关心了。
其实在罗姆尼公布税单前些时, 有关分析人士就已经预计到他的实际税率就是在14-15%
之间,和大家都熟悉的巴非特差不多。原因呢, 自然是因为他们两人的收入基本上是来

我们当年大讨论Obamacare的时候你肯定是不在的。
全民医保没什么不好，包括我认为德国是全民医保一个很好的例子，而且我也觉得全民
医保的话有望把美国的保费降低。
但美国的情况，搞全民无上限医保是行不通的。Obamacare尤其是一个劣选。
1）Obamacare的支付无上限要求导致individual plan的保费大幅提高，达到一年上万
的保费，对无法得到足够补贴的中产来说，远远不如以前有上限的保险（即Trump最近
推行的短期保险）一年1000-3000的保费划算。而后者最大的区别只是设立了10万至100
万不等的上限，而不是什么都不保。
2）美国目前的制度根本支撑不起无上限医保。无上限医保的必要条件是可以制定价格
以及制定个人可享受的医疗规格，而美国政府和保险公司均没有足够的定价权，
medicare等主要大头保险更没有在保险中宣布禁止使用某种新药的权利，Obamacare并
未解决这一根本问题（当然这里有些历史故事，你可以读一下2009年的历史）。因此它
解决不了价格问题。在解决不了价格问题的情况下强制要求全民要有保险，只能在国家

美国财政改革深陷僵局。
当地时间6月30日，美国国会预算办公室(CBO)发布长期展望报告称，2035年美国公
共债务将达到GDP的185%，升至历史最高水平。 2010年该数据预估为62%，已是二战以
来最高水平。
“报告为美国国债安全敲响警钟。”美国TD Ameritrade交易公司固定收益部主任
、负责美国国债业务的James Grady这样对本报记者表示。
报告公布当天，分属行政分支的美国全国财政责任和改革委员会也借此机会举行了
听证会，与会的国会要员有参议院预算委员会主席Kent Conrad和财政委员会主席Max
Baucus。
CBO主任Douglas Elmendorf在会上表示，随着经济改善，预算赤字可能在未来几年

占领华尔街运动的未来走向是开放或不确定的，而它引起的思考却是明确的。这场
运动的主力是年轻人，并在世界范围内获得了广泛的反响。它表明资本主义下年轻人的
不满和信仰危机是广泛的。它对当今西方体制的批评主要有两方面：一是贫富悬殊，二
是金钱政治(金钱政治加剧了贫富悬殊)。按流行的话说，反对者们要表达的就是：目前
西方这种资本主义体制，对无权无势的大多数中下层而言，是一个“致贫”的体制。现
在，我们看看这些对中国究竟有些什么借鉴意义。
致贫的体制
这是一场反思私有化和放任自流的市场化运动。
同“占领华尔街”运动表达的看法相反，中国有些经济学家提出，中国要解决贫富
悬殊必须实施彻底的私有化和市场化。他们似乎认为，彻底的私有化和放任自流的市场
经济，即资本主义是解决贫富悬殊的有效体制。究竟是这种看法对呢？还是“占领华尔
街”运动表达的看法对呢？

的60%增长不到40%，而bottom 20%在这28年里收入仅仅提高18%。
从财富的分配看，1979到2007年期间，越是收入高的，分走的蛋糕比例越大。收入越低
的，分走的蛋糕比例越低。也就是说，社会创造的财富，被一小撮豪富攫取了大部分份
额，而大多数劳动者只能分点残羹。也就是说，和新自由主义所宣扬的财富涓滴效应相
反，财富实际上从底部的穷人那里朝顶部的富人那里流动。
