如果以个人面目出现，那么去DMV/Courthouse过户的时候工作人员要看他的ID。这样他
还要再伪造一个驾照？如果以小dealer面目出现，那就不用去DMV，dealer就可以办手
续。估计是以小dealer面目出现的可能性大。
如果这样，可以坚持check或certified check/cashier's check付款。一般dealer应该
不会拒绝。同时要求去dealership办公地点办手续。If he claims to be a dealer
then he had to conduct business at his dealership.
如果是私人面目出现可以要求一起去银行办存钱/转帐手续。 |

口的问题。 首先旅行证是不好报户口的， 旅行证是比护照低一级优先权的旅行证件，
国内办护照是需要户口才能办的。 所以反过来，显然是不可以的。
那么怎么办户口？
户口需要孩子的出生证申报出生，在当地的派出所登记户口。 海外出生的婴儿， 比如
这里美国出生的， 先去当地的county的courthouse办理孩子出生证， 这个需要父母之
一亲自去办理，然后接下来的过程是去州务卿下面的一个公证办公室，在孩子出生证上
加一个公证， 再拿着这个公证去美国国务院的公证办公室(在DC)办理最后一道公证手
续，这个称谓3级的公证，最后拿着这个去中国大使馆，或者领事馆，办同样的公证手
续， 让大使馆证实出生证。 然后当然也可以同时办理旅行证等等。 再拿着这个出生
证公证回国去办理户口，当然，到时要跑不少地方，先去居委，里委， 因为孩子出生
在外国，他们是不敢直接办理户口的，需要市级民政部门批准，（这是上海的情况），
其他城市应该没有上海那样严格， 大概花3～6个月或者批准，然后就好办了，去派出

首先给一个基本的结论：
这是一个和留学生利益切实相关，值得关注的法律程序，但各媒体疯狂转载的“延期被
取消”的结论是危言耸听的，并且带有强烈的误导性质。希望这些不专业的论断所造成
的恐慌不会造成不良的后果，也希望各位留学生朋友多关注相关法律背景，在现在大量
无良北美留学/职业中介聚集的大环境下，留心可能发生的恶意欺诈。
在这里我先假设大家对于OPT，STEM延期的相关背景都了解，随后有需要再进行补充。
只需要明确几个时间，OPT是1947年实施的，STEM对于F1学生的17个月延期是美国国土
安全局（DHS）在2008年4月提出通过并执行至今的法案。
这场法律诉讼(Case 1:14-cv-00529-ESH)就是围绕着DHS在2008年的这项延期法案而进

小声地问一句：要是可以在教堂举行婚礼(没有任何宗教背景，也无意信教)，牧师加教堂
费用大约$350，你们会去吗？有谁有类似经历吗？其实只是由牧师念，在courthouse李是
由法官念誓词，不会有太多guest，也不打算要印乐阿什么的。

认为招错了人。是不是这贩毒猖狂的小国，人人都这吊脾气呀。
不过我还是劝你该回就回，但别LOOSE YOUR TEMPER，至少还是要团结大多数喜欢中国的
人的。
