For your information, Diplomatic License Plates are stolen frequently. The
Houston PD is notorious for civil rights violations and massive ignorance.
The diplomats do indeed have special rights here, just as ours have rights
in China and many other countries. The stolen license plates are a huge
problem, but life goes on. Every diplomat, no matter what country they are

it had expelled four Russian embassy staff after authorities in Canada
