so that will not change the results except for 2000. it happened a couple of
times before that two, but too few to matter.

能成为总统候选人？ 宪法规定，35岁以上，美国出生，美国住满14年。看似简单，阿
猫阿狗都能当上总统候选人过个瘾。其实不然，美国总统选举不是联邦普选，而是以州
为单位，各个州都有州法管着。规定很严格，详情参考这个链接：

由于Ballot Access Rule限制，实际上美国总统选举就是民主共和两党的竞争，第三党
或者独立候选人在美国多数州同时当上总统候选人都非常困难，白宫之梦更是白日之梦

让第三党候选人分离选票，还会同室操戈，对簿公堂。
第二个问题，谁能投票。18岁以上公民？是也不是，各州都有规定，剥夺某些重罪犯的
投票权。统计表明罪犯倾向于投某一政党，所以议会和法院又有投票权之争，一个党希
