新华网三峡工地５月１７日电（记者张先国 刘诗平）中国长江三峡工程开发总公司总
会计师杨亚１６日接受新华社记者专访时表示，按现有电价计算，当累计发电量达到１
万亿度时，三峡工程的投资将基本收回。预计这一天在２０１５年到２０１７年之间。
“一江春水向东流，流的都是煤和油”，水电站的主要收益就是“卖电”。杨亚说，三
峡工程是具有防洪、发电、航运等综合利用效益的水利枢纽工程，项目的财务盈利能力
集中体现于电力资产的价值。
三峡电站装机容量１８２０万千瓦，设计年平均发电量８４７亿千瓦时，加上已经投产
发电的葛洲坝电站，总装机容量２０００万千瓦，年发电量１０００亿千瓦时。三峡水
电站强大、清洁的可再生电能以具有市场竞争力的电价输入华东、华中及广东电网，将
产生稳定可靠的现金流。
２００３年７月１０日，三峡首台机组正式投产，这一年，三峡有６台机组投产，当年

继７月份发电量首次突破百亿千瓦时后，全球最大的水电站--三峡电站８月份发电量再
创新高，达到１１３亿千瓦时，约占全国同期总发电量的３．３％。
今年汛期长江来水量并不丰裕，截至目前，三峡入库流量最大仅为４１０００立方
米／秒，比去年同期最大流量小１００００多立方米／秒。７月份长江上游来水比常年
少２５％。进入８月份以后，三峡坝址流量超过３５０００立方米／秒的仅３次，累计
时长６天。
中国三峡总公司精细调度三峡机组运行，保证设备高效稳定运转，同时优化水库和
电力调度方式，基本上杜绝了电站弃水调峰。三峡电站７月份发电量达１０３亿千瓦时
，这一电量大约可供北京市用２个半月。８月份三峡电站所有机组基本保持满发，单日
最高发电量达３．８９亿千瓦时，月发电量１１３亿千瓦时，创下２００３年７月三峡

５月２０日，全世界的目光再次注视三峡，因为这一天右岸大坝最后一仓混凝土浇
筑完毕，三峡大坝全线建成！
时间回溯两天，５月１８日这天三峡输变电工程累计输送三峡电量超过１１００亿
千瓦时，输送到华中、华东、华南等八省二市（上海、浙江、江苏、河南、湖北、湖南
、广东、江西、安徽、重庆）。其中７０％的电量输往华东、广东电网，３０％送到华
中电网。
三峡的电在过去几年有力地缓解了这些地方的“电荒”。从２００３年７月第一台
机组发电至今，三峡工程左岸电站１４台机组已全部投产，在枯水期每天的发电量约为
１亿千瓦时，相当于北京市每天的总耗电量，在丰水期日均发电可高达２．３亿千瓦时。
