我当时的情况是类似这样的：
statement balance $200，
current balance $200,
outstanding balance $220.
然后我用了cash back credit $50，之后变成：
statement balance $200，
current balance $200,
outstanding balance $170.
结果发现current balance还是$200，没办法，只好再从银行账户付$200，最后变成：
statement balance $200，
current balance $0,
outstanding balance $-30.
这个月我正好又有$50的cash back credit，statement刚close，我可以再来试一试。

因为我才工作2年不到。这样的RFE似乎很难回答。按我的理解，IO应该还没看我其他的
claim，因为他在RFE中也没提到我claim的东西。而这个3年的研究经历，又必须证明我
读书的时候的经历也算outstanding，而证明这个又需要我后面所有claim的东西来支持。
他在RFE中说：

容易蒙IO，想怎么吹就怎么吹。
关键点是要吹得有个蹭个边儿的依据。例如：我的outstanding得到了总编的认可。底
气（依据）是评价我时总编说过一个good。（如果总编真说过outstanding，那就是真
的，不是“吹”了）
想吹什么就到杂志要什么证据。日常工作的信件证明不了outstanding。特殊的，例如
，大牛的稿件由你来决定发表否，而你发现了对方的错误，那你多牛，肯定
outstanding。一篇到处被拒的稿子，你找到合适的reviewers多次沟通，发现了其价值

看信件的日期是4/19/2015，奇怪USCIS周日也上班
今天收到邮件，网站上还是显示状态没有变化，还是accepted.
case比较弱，没敢PP，耐心等了7个月。同样的材料同日申请的NIW 3月份批了。
EE PHD，大学薄厚第四年，老板支持，申请时7篇文章（5 Journal, 2 Conference)，
review 70+， 由于做的都是偏实际应用，引用比较低就在PL中没提，被0214重点指出
要有引用，推荐人的信才有价值。

虽然我的引用太少，但是很幸运找到了大约十个亮点引用，而且其中一些亮点非常闪耀
，比如有人评价我的work是well-structured valuable information，比如有欧洲某国

，没有引领全球的野心，在科研上的投入比美国小得多，这才是没有那么多外国人去加
澳搞科研的根本原因，跟移民政策没关系。加澳相对于自己的人口和经济规模，科研和
吸引外国人参与科研并不弱。
另外你要把基本事实搞清楚，美国放开非白人移民是1965年，当时美国经济科研已经引
领全球了。至于现在的EB1制度，给水牛以高于一般专业工作人士的优待，那是1990年
的事了，也就是美国经济科研引领全球至少半个世纪之后的事了。这就是我说的因果性
不明，相关性很弱。
EB1来自于国会1990年时的一个nice thought。extraordinary ability，outstanding
researcher，这都是极度溢美的词，国会当时这么在法律里写并没有指望每年都有成千
上万人符合要求（一年成千上万个extraordinary，outstanding，你以为这两个词是发
糖果吗），但是国会高估了官僚体系评估什么算extraordinary，什么算outstanding的

利息大幅升高的可能性不高，利息提高美国经济会再度陷入泥潭。
如果选7arm，一是月付减少，二是每月供款里面本金的比例高，这样7年后你需要付的
本金比30 fixed的少。这个是可以精算的，我大概算了下按7arm 3.25%和 30 fixed 4.
0%计算，7年时间7arm 支付91393.68，本金还剩205547.14； 30 fixed支付100257.36
，本金还剩209820.11。如果预计7年后你的收入会大幅增加，或者你现在就很有钱愿意
多付点本金，7arm是很好选择。
凡事都是两面的，如果逾期未来收入会比现在好，或者现在有比较好的投资项目。选
7arm是一个很好的选择；如果逾期未来收入和现在差不多，并且没有很好的投资渠道，
30 fixed也是peace of mind。
顺便说一下群体智慧，其实群体智慧就是average的智慧，不会太低，但也不会太高.

问题是：要求写一个程序，计算如果每月还固定金额，一年把信用卡债务还清，每月需
要支付多少钱，前提是这一年都不再使用信用卡借债。要求用bisection
lower bound= outstanding balance/12
upper bound=( outstanding balance (1+monthly interest rate)**12)/12
