medicare覆盖65岁以上美国人，新医保理论上覆盖绝大多数美国人。众院
参院版本略有不同，大约在93%-96%左右；目前美国有3千万人没有医保。
2.新医保会不会加税？
理论上不会。众院版本是对个人收入50万，家庭收入100万以上加税；参院
版本对个人收入20万，家庭收入25万以上加税。此外参院版本对个人年保费
8300以上，家庭年保费23000以上的豪华医保计划加税。如果你觉得要多交
税了，恭喜你，你是稳拿。
3.新医保是否会增加赤字？
理论上不会，non-partisan预算办公室估计赤字会减少。
