说加州Prop 13的产生是为了要保护老住户的利益，这不过是后来的讹传。或者，更小
人之心一点的说，这种说法是民主党大政府的舆论宣传。说加州是因为Prop 13才搞得
教育经费不足，更是只知其然，不知其所以然，是大政府为自己的无能进行的辩护。

细节的，符合一贯作风。但是往往妖怪就在细节里。我写个，算我周五无聊。希望右派
们不要人云亦云，赚卖白菜的钱，为卖白粉的兄弟操心。
这个钱大概89%左右是用于K12，剩下是大学什么的。每年要审计的。至于为什么有人说
会被挪用，那和general fund有关。因为general钱不够了，花钱大项要被砍，教育首
当其冲。PROP 30不过，有TRIGGER CUT，6 BILLION。基本都砍在K12，学区有权砍3个
星期上课时间。大学方面减少招生，四年毕业不料。PROP 30过了，教育在general
fund同样被砍，漏洞用PROP 30来补。general fund有更大的回旋，不至于搞到上个车
牌要1000块。到这里就变成被挪用了。这也是为什么molly munger提prop 38。对政府
这么不信任的显赫共和党munger家庭出来的兄妹，bank roll一个给自己富人提税的方
案（税比prop 30还狠），说明他们还有责任感。不像一般红脖子，简单粗暴。

Prop 8的问题在于它要求 【 ban 】same-sex marriage。说它违宪，并不等同于说
same-sex marriage是正确的。Prop8 的问题在于方式不正确。
当然prop 8 overtune之后直接后果就是在CA同性恋又可以结婚了。没错，可是结婚这
个决定是再之前的法律流程投票决定的。如果反对者要反对，也可以，但需要通过其他
方式。像prop 8这样通过全民投票，让majority 决定取消 minority的权利，这个做法
是不对的 -- 这是法官walker判决的含义所在。
说的再直白一点就是，双方可以打无穷尽的嘴皮官司，讨论到底是否该修正，该如何修
正marriage的定义，因为这是一个“open question". 但是，直接大笔一挥，说 ban
！ 这样子是不正确的，违背了宪法的精神的。就好象两人在辩论，结果一方说，我不
和你辩，我禁止你的发言权，因为你就是不对的，就是不对，就是不对。Prop 8就是这样的。 |

诉方证明自己受到了具体且实际的损害。本案虽然叫做Perry v. Schwarzenneger，但
Schwarzenneger只是作为加州的代表，真正的被告是加州政府。但是加州政府不愿意
出庭维护prop 8, 因此实际出庭的是一个支持prop 8的非政府组织。
Standing本来并不是一个很大的问题，我也一直没有想到这个可能性。直到最近加州州
长和检察长都表态说不愿意上诉，这时候prop 8的支持者可能才意识到会出现这样的问
题，他们在上周希望imperial county,也是加州下面的一个比较保守的县政府参与诉讼

in the trial over the anti-gay-marriage measure Proposition 8 be televised,
the San Francisco Chronicle reports.
An attempt to televise the entire trial failed after the U.S. Supreme Court
intervened, saying the pro-Prop. 8 side feared its witnesses would be

加州参院和众院民主党都占绝大多数的情况下,这个Prop 25如果通过就相当于给了民主
党更多的权力,如果再加上一个民主党州长,基本上他们就可以在财政上为所欲为了,广
大的硅工就完全成为案上的肉,任人宰了.如果prop 25没有通过,共和党还可以搅搅局,

solve anything and JB will come back to ask for more. Why Government and all
the unions are against prop 38? but it is not in their interest.
prop 38 is supported by PTA, not teachers' union.

的法律！
三十年后的今天，prop 13 带来了什么？ 加州的房屋泡沫很容易就吹得老大。邻居一样
的房子，他交２０００刀房地产税，你交１万２。房地产税收不上来，怎么办，加销售
税。加州公立中小学从全美前列，跌到五十个州的倒数三名里面。小学连个校车也养不
起！音乐体育老师全靠捐款维持！吃中饭露天，海鸥飞来飞去在头上拉屎！
个别人鼓吹ＳＣＡ５多好多好，AA如何对亚裔没有影响。一派胡言。SCA5的后果就是加
州公立大学的质量急剧下降。亚裔家长出更多的钱供子女上外州的学校，上私立。 |
