export were decided based on the production numbers given. So the export
was a direct result of over exaggeration of production.
Also, majority of starvation cases occurred in a few provinces, mainly those
who had a provincial official who used the exaggerated numbers as his

Henan came to mind. Their commonality: major grain producing provinces,
grossly over exaggerated grain production figures, and the head of
provincial government that had very stubbornly adhered to their earlier
