摘要：旧俄于清末民初在华取得许多条约特权。1917年十月革命爆发，北京政府及东北
、新疆地方当局，于1917至1922年间相机收回大部分旧俄在华条约权益，造成既定事实
，为日后《中俄协定》苏联原则上放弃条约特权奠定下坚实的基础。在此过程中，北京
政府与东北、新疆地方当局的协力合作，值得注意。北京外交团担心条约权益受损，常
干涉中方的清理行动，北京政府虽作了部分让步，但在主权攸关部分，则能坚持立场。
藉由对北京政府清理旧俄条约权益之考察，可增进学界对北洋外交的理解，并可对苏俄
