前苏联的联邦制是分两层的：
第一层是前苏联15个加盟共和国。俄罗斯，哈萨克，乌克兰，白俄罗斯，等等。这15个
国家组成一个联邦制国家，叫苏维埃社会主义共和国联盟，简称苏联。俄语叫 CCCP，
英语叫 USSR 或 Soviet Union。
因为苏联中央政府权力高度集中，所以联邦特性不高，跟中国单一制差不多。但毕竟形
式上由15个平等的加盟共和国“自愿”组成。根据苏联成立宣言和条约，苏联宪法所规
定：苏联是各主权苏维埃共和国联合的联盟国家，各加盟共和国具有主权国家地位，加
盟共和国拥有自己的宪法，还可以自由退出联盟，还有同外国建立外交关系、同外国缔
结条约及交换外交和领事代表、参加国际组织的活动的权利。但实际上苏联时期没有一
个加盟共和国真正行使这些权利的。最牛逼的是，1945年乌克兰和白俄罗斯成为了联合
国创始会员国，所以苏联在联合国历史上是唯一一个“一国三票”的主权国家。
第二层：15个加盟共和国里面，有一些共和国也是联邦制。比如俄罗斯联邦。俄联邦里
面还有第二层加盟共和国，以及州，区，直辖市等。比较著名的加盟共和国有：车臣、
克里米亚、北奥赛梯等等。

An-255 “Mriya”, super-heavy carrier, the world biggest plane, its
loadlifting capacity record is still unbeaten. It was designed in 1984-1988.
