我过去也是做体制内改革的，那么为什么现在这样看呢？我感觉，1989年这个事情使得
中国整个政治生态发生了非常大的变化。这个变化可以从几个方面来看，都是不利于体
制内再次出现转型这种可能的。
第一个大变化就是，在文革结束以后一直到1989年，中国社会中精英和大众之间有一个
共识，就是改革。当时从邓小平这样共产党的体制的创造者之一到一般的农民，他们所
想的事情差得不是太大，想做的事情差别不是很大。一直到1989年，围绕政治改革这个
事情，这个共识破裂了。精英要的是稳定，大众要的是政治改革。从1989年一直到现在
，共识破裂这个状况不仅没有改变，只能说是更加深了。现在，凡是和现体制有密切利
益联系的人基本上不希望有什么大的变化发生，就按照现在的制度搞下去。就像张五常
讲的，这是人类有史以来最好的制度，他们就是这么一个评价，那么一般的大众就感觉
到状况非常的差。这么一个社会高度分裂的情况下，体制内转型就是精英推动的转型嘛
，很难想象体制内的精英还愿意从内部再去推动这种变革。这是第一个，从精英和大众
有没有共识这个角度来讲。

——论儒、道、法三家政治思想的分野与汇流
一 引 言
中国的政治传统中一向弥漫着一层反智的气氛；我们如果用“自古已然，于今为烈
”这句成语来形容它，真是再恰当不过了。但是首先我们要说明什么叫做“反智”。
“反智论”是译自英文的anti-intellectualism，也可以译做“反智识主义”。“
反智论”并非一种学说、一套理论，而是一种态度；这种态度在文化的各方面都有痕迹
可寻，并不限于政治的领域。中国虽然没有“反智论”这个名词，但“反智”的现象则
一直是存在的。因为这个现象可以说普遍地存在于一切文化之中，中国自然不是例外。
研究这一现象的学者都感到不易给“反智论”下一个清晰的定义，不过一般地说，“反
智论”可以分为两个互相关涉的部分：一是对于“智性”(intellect)本身的憎恨和怀

人们普遍认为，民主可以被用来抑制腐败。通过公民和政治对手对腐败问题的攻击，以
及公众听证和选举等手段，民主制度和民主政治可以将腐败行为公之于众。还有人认为
，民主的优势在于横向问责（horizontal accountability），具体包括独立司法、制
约与平衡效应（check and balance）、新闻自由、社会舆论和制裁等各种手段，后者
常常通过私人协会、援助性法规、对法治的公开承诺等方式来执行。的确，全球腐败排
名（尽管还不完善）直观地显示出，民主国家的腐败程度较低，而不民主国家的腐败程
度较高。
但是，就这种尚有争议的排名来说，民主真的能够解释腐败的国别差异吗？民主不仅是
一种制度和实践，更是一种结果，它可以对腐败的深层次因素进行反省，也可以用来分
析缺乏何种民主因素，社会将会失去正常运转的动力。民主可以与富裕、强大的公民社

在对西方中国政治研究文献进行回顾的基础上,以一种更为突出"行动者"能动性的动态
分析框架,对形形色色的技术官僚的结构性位置做出界定,以"技术自主性"的强弱程度为
衡量准则,将"技术官僚"与"政治官僚"和其他知识分子区分开来。这一思路与传统的强
调"政治派系"的研究路径不同,不再将技术官僚看做是政治斗争中的一个派系,而是凸显
出了专业知识的重要性。同时,借助引入"牵头部门"与"非牵头部门"的区分,又强调了"

憂慮。被視為港獨理論教父的陳雲否認「城邦論」等同港獨，強調香港需高度自治。他

圖案的右邊是一條金色的龍，左邊是一頭金色的戴著皇冠的獅子，龍和獅俱伸出爪扶住
