为啥要 “social / economical / geographic group based”，
其实各个种族融合还是第二步的事。。。第一步是各个种族共处共享
利益，同时很重要的是，共同对付自己种族里的破坏分子。。。
所以，“social / economical / geographic group based
equal protection“。。。说白了，对于坏区坏群，烂泥能扶就扶，
实在扶不上墙也没办法。。。但是对于坏区坏群的 top performer，
一定要有系统让他们往 good citizen 方向努力，如果是 good
citizen，一定要有系统，至少能让他们脱离他们原来的坏区坏群。
。。。因为这个 “明显而切实的危险” 是，如果街头混混群体们
一旦有了智商超群但心狠手辣的主心骨，那就不再是烂区街头混混

家干预的公海通道的强权公约。这个公约的核心其实有以下几点：
