今日，根据《联合国海洋法公约》(“《公约》”)附件七组成的仲裁庭就菲律宾共和国
对中华人民共和国提起的仲裁案作出了一致裁决。
该仲裁案涉及在南海的历史性权利的作用和海洋权利的渊源、某些岛礁的地位及其能够
产生的海洋权利，以及菲律宾声称违反了《公约》的中国某些行为的合法性问题。考虑
到《公约》对强制争端解决的限制性规定，仲裁庭强调，它既不对任何涉及陆地领土主
权的问题进行裁决，也不划定当事双方之间的任何边界。
中国反复申明“其不接受、不参与由菲律宾单方面提起的仲裁”。然而，《公约》附件
七规定，“争端一方缺席或不对案件进行辩护，应不妨碍程序的进行”。附件七同时规
定，在争端一方不参与程序的情况下，仲裁庭“必须不但查明对该争端确有管辖权，而

初到美国。学生会的同学接机，暂时把我安排在一个老生的家里。 学生会的同学和我说
，那个男生很老实，让我放心。
那是一间改造过的 one bedroom，客厅改成了一间卧室，里面住着另外一个男生，暑假
回国还没有回来，所以我可以暂住一两周的样子，找到房子再搬出去。
那个老生住在卧室里，人很腼腆，看上去很老实。
男生住的地方总是有些脏，花了一天的时间帮他们打扫卫生，傍晚又央求他开车带我出
去，买了些清洁用品，晚上回来把卫生间里里外外的打扫干净，这才安心住下。
那个男生只会傻呵呵的笑，不知道主动来帮把手。我喊他的时候，他才来。我指挥他重
新摆放了公用的东西，一切看起来舒服多了。他说他其实也要重新收拾一下的，一直没
有时间。他力气很大，我觉得男生就该力气大些~：）

这个世界是丛林法则的世界。每次看NATIONAL GEOGRAPHIC 的节目，描写非洲的大地上
弱肉强食的自然界，就不油然联想到人类的世界。民族与民族，之间的关系，真象那种
自然界的食物链，弱小的民族，就像食草动物一样，是食肉动物的猎杀对象。一只美丽
的鹿被一头豹子或狮子扑倒，咬断喉管，拖到一边，被撕碎的情景，不由得就想到那些
没有防卫的弱小民族。被狮子或狼虎的民族奴役的情景。
多么不幸的场景。
我常常观察那种自然界的现象，凡是凶猛的，食肉的动物，就很少的一群，凡是温驯的
。食草的动物，就是大量的一群，被捕杀的历史，使他们生就一种本能，繁殖。量大了
，让你杀不尽。
兔子就要繁殖得快，野马，野鹿，就要跑得快。都是为了生存。动物界里，也有象犀牛
