这事得从《联合国海洋法公约》说起。联合国海洋公约，United Nations Convention
on the Law of the Sea， 从1958年开始谈判，到1982年谈判完成，前后折腾了25年时
间。谈判完成后，正式批准生效遵守的国家有60个，中国于1996年批准承认并遵守这一
破公约。目前这个公约有到目前有152个国家缔约，但很多与海洋无关，只是签约赚便
宜而已。
美国在张罗忽悠各国签署加入这一公约后，自己却以国会不批准为由，决绝履行这一公
约。原因是美国引用其总统杜鲁门在1945年第二次世界大战结束时宣布的美国领海基线
为大陆架的原则不变。至于这大陆架到底延伸到距离海岸多远的地方，美国从来不说。
《联合国海洋法公约》事实上是海上强权刻意绑架世界各海洋国家让出一条不受每个国

骑毛驴进京赶考的时代还是完全不一样了。特别是在美国呆长了，总觉得长途开车吗，
只要不上错高速公路，带上一个好的GPS，沿途总是有麦当劳和汽车旅馆的。我没有中
国的驾照，没有在中国开过车，更别提驾车长途旅行了，但是，总认为除了路况差点，
别的应该大同小异吧。全错！
上个星期拿到一本何伟的《Country Driving》，看看一个外国人在中国开车走遍全国
的经历，长了不少见识。
Country Driving
首先，这个何伟何许人也？他的英文名字是Peter Hessler，是《New Yorker》杂志驻
北京的常驻记者。最早接触到这个人的作品，还是在好几年前，在《National
Geographic》上面读到他的开车走长城的经历。后来，陆陆续续在《New Yorker》和《

，肯定还是会走scale out的路子。算法啥的都不是啥大问题，我的算法不好，但是也
没啥人能做的更好。这都是十多年前就研究透的东西。这个玩意，即使是线性网络，也
还是NP hard。而且routing 和 seat assignment肯定要一起做。没听说过还得让用户
自己去选路径的，搞一个专门做routing的机器选路径，然后问server能不能有票，没
票就再让做routing的机器选另一个路径，back and forth。这种方法也很蠢。N个前端
机一个server也不是个事。这个得懂点排队论。你说response time从server开始算，
这个有点耍流氓。用户可不管你是不是用前端队列buffer requests。anyway，用万能
轮子做scale out，俺也不太同意。俺个人看法，春运这种有特殊流量pattern的，如果
不在流量pattern上入手，简直就是犯罪。俺一个直觉就是要做geographic partition
