他不能改变法律，which defines哪些人可以拿绿卡。
但是他作为executive branch可以给“行政命令”，也就是说，他准备延缓递解一些人。
也就是说，他明知道有法律，这些人违法，他决定不执行。
这就和他推迟obamacare的business mandate是一样的。他明知道有法律（废话，他自
己力推的的signature legislation），明知道这个法律有business mandate，但是他
作为executive branch决定不执行。因为他自己知道这会对经济造成打击，对他中期选
举不利。
这也是奥巴马非常恶心的地方。他知道他的法案在国会通不过，他决定采用“行政命令
”，还早早宣布要在中期选举之后采用行政命令。
为什么呢？
1 他知道国会通不过
2 他知道如果他在中期选举之前搞，民意会反弹，对民主党竞选更不利。
3 他决定，明知道美国人民不喜欢这项措施，对美国无益，他也要硬推。但是他还要考
虑民主党选情，所以他决定在中期选举后硬推。 |

规定了保险公司不能因为这个不收，又有个人和公司mandate，试图消除这个问题，但
mandate罚款不如保费高，很多人宁肯交罚款。
几年下来保险公司很亏，所以O8care保费爆涨。
对于买买提大部分中大公司工作的没有这个问题。 |

每个国家都在为日益上涨的医疗支出头痛不已。
美国的人均医疗费用支出是世界第一，但医疗水准的排名仅列第三十七名。可以想见改
进的空间应该是很大的。世界发达国家中，只有三个国家没有全民医疗体制：美国，土
耳其和墨西哥。
和有全民医疗体制的国家比，美国的出口产品的成本支出必然要高出医疗保险这一块，
在竞争中处于不利地位。
美国的人口老化日益严重，baby boomer 开始步入退休年龄。现代医学，先进医疗技术
广泛使用和新药的不断涌现，使得过去很多不治之症患者的生命（艾滋病等）得以显著
延长。对医疗系统的滥用也越来越广泛。早二十年前，很多早产儿根本不会存活也不可
能花费大量的人力物力去抢救。现在都能救活。生存下来的早产儿往往有很多先天的缺
陷，多数需要终身的特殊医护帮助。试管婴儿技术也被严重滥用了，加州的八胞胎就是
鲜明例证。过多过滥狮子大张口的的医疗诉讼也催涨医疗费用。
美国的医生或者service provider的收费是和提供的服务数量挂钩的，而不是和医疗整体效果相

事情很简单，一个是老婆，一个是打假的事业。之前对方舟子来说两者不矛盾，现在矛盾了，方做的事情是选择对得起前者。对他个人生活而言，这个选择没错，但毫无疑问是他的选择损害了自己的打假事业。
当然他还有权利和能力打假，但就像一个自个屁股擦不干净的人四处要求别人保持清洁一样，让人觉得滑稽罢了。
明摆着，判断抄袭与否即是打假的标准。
所以swordsman的“方舟子在判断是否抄袭上使用了双重标准，但是在打假上没使用双重标准”就等于说方在判断打假的标准上有使用双重标准，而在打假上没使用双重标准。是真是假都用了双重标准还说打假不是双重标准，这个逻辑太闹了。
对得起对不起她老婆是方舟子自己的事，只关注他打假却和他没有私人关系的旁观者需要考虑这个么？
把公权力和私人事务分得清楚是好事，但不是说只有公权力才和“公”这个字靠得上，如果做的事关公益，以道德责任作为基础。当然... 阅读全帖 |

台湾的新闻乏善可陈，但是四年一度的总统选举还是值得观察的。它不能改变两岸的
走向，却足以影响两岸进展的过程，观察点就是总统候选人的两岸论述。
今年的选战是2000年后最好看的，因为有三组人马，过程充满变数。
想想看，如果只有国民党呆板的马英九对民进党阴柔的蔡英文，没有触动人心的政见、
也没有奔放的热情、更没有激烈碰撞的火花，只剩下邱毅低俗的挖粪和民进党的泥巴战
，这种选战还有什麽看头？
有了宋楚瑜的参战，整个选战的观赏性就完全改观了，是质量的全面提升和结果的不
可捉摸。其实这个选战还可以更精采一点的，譬如我们都知道中国大陆从一开始就挺国
民党，美日原本是挺民进党的、后来才改变主意挺国民党，如果不丹大力挺亲民党，你
想那会有多热闹？
读者不要小看小国不丹，如果林瑞雄能带回一大箱由不丹国王与王后加持、上面有国
王伉俪玉照的平安符，肯定会造成全岛轰动、远比马英九的平安符更有人气。宋与林只
要宣布每次造势场抽籤赠送限量的不丹平安符，铁定会人山人海，比什麽辣妹唱歌跳舞
都有吸引力。那时候有哪个名嘴敢说林瑞雄没有为宋楚瑜加分？说不定选举就真的翻盘
了。
