（联合早报网讯）台湾中央社报道，澳洲著名智库“罗伊国际政策研究院”日前在
其官方部落格刊出的“诺贝尔：被忽略的马英九”一文中，直指马英九比美国总统欧巴
马更有资格领取诺贝尔和平奖。
欧巴马获得本届诺贝尔和平奖跌破不少政治观察家的眼镜，罗伊国际政策研究院（
LowyInstitute forInternational Policy）的资深研究员海恩瑞克斯（Raoul
Heinrichs）12日在官方部落格“翻译者”（TheInterpreter）撰文表示认同。
他在题名为“诺贝尔：被忽略的马英九”（Nobel：Ma Ying-jeou Overlooked）的
文章中指出，上任后积极改善两岸交互，降低区域紧张情势的马英九比欧巴马更有资格
领取诺贝尔和平奖。
海恩瑞克斯进一步表示，他同意许多人的看法，认为授予欧巴马诺贝尔奖的决定过

但问题是，奥巴马本人是参议院欧洲事务小组主席，但他却从未履行过相关的职责，召
集或参加过一次会议检讨有关美国和欧洲的合作事宜。如果他抽空开一次会议，或者阅
读一些该小组以前会议的记录，他就会明白他呼吁的那种美欧合作反恐的关系早已存在
并正在运作着。
