（二）从奴隶制到《排华法案》
本系列第一篇回顾了华人和其他少数族裔所遭遇的警察暴力及其之后的司法不公， 通
过分析揭示这些现象背后的种族歧视意识。
那么在美国，种族歧视的根源在哪里呢？在此不得不对奴隶制作一些回顾和分析。认真
研讨了美国历史，深入了解了奴隶制之后，笔者认为奴隶制可以说是美国的一个原罪。
何出此言？且让我们回顾一下1787年夏天在费城举行的宪法会议。
在启蒙主义的影响下，18世纪后半期欧洲许多国家都已经开始废除奴隶制。但是当13个
殖民州的会议代表齐聚费城的时候，北部七个自由州（Free States）认为奴隶制是不
道德的，违背了独立宣言的建国理念，要求尽快废除奴隶制，但是南部六个奴隶制州（
Slavery States）为了维护其经济利益而坚决拒绝。经过整个夏天的辩论争执，最后双
方达成了五项妥协：

以前就发生过：中共大使馆牵头，广西人去非洲开矿。矿场大致建好后，当地人把中国
抓住、殴打、遣返。罪名随便安。此时中共大使馆反正已经照过像，汇报过中非友好发
展了，就不露面惹麻烦了。
我怀疑这次也一样。要莫被抓的中国人里有17、18岁初中毕业后外出打工的（这在国内
很常见，是年轻民工的常态），被指低于法定年龄。或者根本就是民工的子女，在矿上
帮父母叔伯点小忙（这样的小孩被夸“懂事”），被非洲人抓住作为童工处理。否则哪
至于万里迢迢从中国专门招童工去非洲的道理。
非洲只有两个国家有点起码的人类社会的信用：毛里求斯、马达加斯加。可惜前者太小
，后者没什么矿，只有渔业，而鱼粉之类的生意已经被广东人做烂了。
其他国家，只有走私象牙之类的生意值得做。其他“正常”生意，连欧美公司有时候都
搞不定，中国人去所谓创业，最好捞点块钱就走。大公司比如华为，有过销售代理被勒
